The Tireless Persistence of the Quad

▶️Why it has returned and expanded: The Quad was created in the midst of an unforeseen humanitarian emergency. Twenty years later it has returned and deepened due to long-foreseen and ever-escalating destabilising behaviour by China.
▶️The structural dynamics that will keep it going: As much as the power of the individual leaders of the Quad nations may ebb and flow, China’s destabilising behaviour leaves the Quad members few choices but to persist
▶️The agency of the leaders that will decide its scope: It is up to the leaders of the Quad and their respective risk appetites to determine just how ambitious they are willing to make the Quad.
